
MOSCOW - The Economy Ministry has prepared another proposal regarding the implementation of administrative reforms. It will be discussed at a government meeting on Thursday. A government commission decided that some functions of ministries and departments were excessive.
In particular, the document proposes abolishing the functions of the Russian Defense Ministry and the Federal Security Service regarding their services provided to government and commercial freight companies. The government commission also considers that the Interior Ministry’s function to carry out state technical inspection of motor transport vehicles, including on gas and other emissions, should be abolished.
In addition, the commission came to the conclusion that 34 functions of ministries and departments in industrial and scientific and technical spheres were excessive. In the use of natural resources, agriculture, fishing and consumption, nine functions were ruled unnecessary, 28 functions in the social sphere, and 6 functions in the foreign economic sphere.
In August, the Economy Ministry has also prepared amendments to the law on the securities market, suggesting the abolition of a number of the Federal Securities Commission’s functions, including deciding on licensing rules for self-regulated organizations of security market traders, issuing such licenses and withdrawing them. According to Senior Deputy Economy Minister Mikhail Dmitriyev, further decisions on the abolition of excessive functions will be made by the government’s administrative reform commission, headed by Deputy Prime Minister Boris Alyoshin. The commission is empowered to attract a broader range of experts for analyzing the excessive functions of government agencies, which is impossible to do at the level of a separate ministry.
